Backed by over 30 years of peer-reviewed research, it took us several years to curate our knowledge corpus of 600,000 pages (independently catalogued; methodology available on request). It was only after that foundation was laid that we spent over a year training the models.
The servers are physically located in Wales. All data is securely stored on-site at the Innovation Matrix facility on the University of Wales Trinity Saint David campus. Not a generic data centre. Not a commercial public cloud. Ours.

The 600,000 curated pages are segmented into 836,000+ embedded vectors for precision retrieval. Leveraging Layer 3 Smart Retrieval with Hybrid BM25, Semantic search, and Reciprocal Rank Fusion (RRF), the system maps queries to precise locations in the corpus. Temporal awareness ensures deprecated frameworks are never conflated with active legislation.
Our architecture employs a multi-gate verification system to ensure absolute precision. A system that knows when an answer should not be given.
The Contradiction Protocol (Gate 3). When cross-jurisdictional frameworks conflict, the system does not arbitrarily average them out or force a consensus. It detects the contradiction, halts automated synthesis, and flags the specific regulatory tension for the user.
Result: Flags conflict rather than predicting consensus.
The Source Authority Protocol (Gate 4). The system enforces a strict hierarchy of evidence, prioritising statutory regulation over advisory frameworks, and empirical academic research over general commentary. If evidence thresholds are not met, the query is flagged for expert review.
